REQUEST FOR EXPRESSIONS OF INTEREST Procurement Specialist
The Ministry of Transport and Roads of the Kyrgyz Republic needs Procurement Specialist.
The group of national consultants on road sector management reform will prepare:
- Feasibility study for a pilot project to introduce a toll road bypassing Bishkek, 73 km long
- report on the feasibility study, terms of reference for the implementation of the levy on trucks and buses;
The results of the work of the reform group on additional tasks and changes will be:
- ready report on the feasibility study on the implementation of the collection of trucks and buses;
- analytical note describing at least five such systems in other countries, approximate prices of automated electronic systems, the cost of maintenance;
- updated (measured) data on the intensity of vehicles along the main transport corridors passing through the territory of the Kyrgyz Republic (Bishkek-Osh, Bishkek-Naryn-Torugart, Osh-Sarytash-Irkeshtam, Sarytash-Karamyk, Osh-Batken-Isfana);
- Calculations on the planned volume of funds for the collection of trucks and buses;
- ready recommendations of two optimal variants of technical solutions for implementation in the conditions of the Kyrgyz Republic and taking into account the planned amounts of funds to be collected from trucks and buses;
- ready-made recommendations for the medium and long term on improving the policy for regulating the issue of vehicle exhaust gases;
- ready projects of bidding documents for procurement within the framework of the legislation on PPP for the introduction of an automated system for collecting fees from trucks and buses;
- completed PR-company plan for information Road users of implementation;
- a completed preliminary feasibility study for the implementation of a pilot project on toll roads;
- ready-made quantitative and qualitative indicators for assessing the activities of state-owned enterprises, a ready-made analysis of the management of state-owned enterprises and recommendations for improving their management;
- approved Regulations on motor transport enterprises;
- approved requirements for training and competence of international road carriers.
Investment Projects Implementation Group of the Ministry of Transport and Roads of the Kyrgyz Republic now invites eligible individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to paragraphs 1.10 and 1.13 of the Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers, March 2013, setting forth the Asian Development Bank's policy on conflict of interest and eligibility.
Consultants will be selected in accordance with the Individual Consultant qualification method set out in the Guidelines on the Use of Consultants.
