Request for Expression of Interest FINANCIAL STATEMENTS AUDIT Services

The Kyrgyz Republic has received financing from the Eurasian Development Bank, the Eurasian Fund for Stabilization and Development Resources Manager towards the cost of Bishkek-Osh Road Reconstruction Project, Phase 4, Section Madaniyat-Jalal-Abad. Following the Loan Agreement, the KR Ministry of transport and roads intends to apply part of the proceeds to payments for consulting services to audit the financial statements.

For detailed information on the scope of services, a preliminary description of the assignment is available upon request.

The Ministry of Transport and Roads of the Kyrgyz Republic now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (company profile, organization and staffing, etc.).

The shortlisting criteria are:
1. Minimum experience (at least 5 years) in similar assignments (audit of financial statements);
2. Minimum of 3 assignments of similar nature and size within the last 5 years (e.g. since March 2014);
3. Overall assessment of company's staffing arrangements and capacity (available permanent staff and pool, portfolio of ongoing projects);

The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications (submission must clearly indicate the nature of the association). Consultants may submit their REOI as an individual firm or in association in the form of a joint venture or sub-consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing.

A Consultant will be selected in accordance with the Least-cost selection method set out in the Consultant Guidelines.
