for the rehabilitation of 52 kilometers of road sections in Issyk-Kul Oblast

The Kyrgyz Republic has received financing from the International Development Association (IDA) towards the cost of the Central Asia Regional Links Program (CARs), Phase 1 and intends to apply part of the proceeds to payments for consulting services towards the preparation of the next phase of the CARs Program (phase 3). The proposed next phase includes, among others the rehabilitation of about 52 kilometers of road sections, comprised of (i) 37 kilometers from Tyup to Karkyra border crossing point with the Republic of Kazakhstan (km 39 to km 76), including road side facilities, a pedestrian path as well as a 500-meter dirt road to access San-Tash Tamerlane historical monument, as well as (ii) about 15 kilometers of local access road to the tourist camp from Karkyra village . Based on environmental screening the project has been assigned the environmental category B - particular assessment and the following safeguards policies are triggered: Environmental Impact Assessment OP/BP 4.01, Natural Habitats OP/BP 4.04, Physical Cultural Resources OP/BP 4.11 and Involuntary Resettlement (OP/BP 4.12).

The implementing agency for the assignment and the subsequent Project Employer is the Ministry of Transport and Roads of the Kyrgyz Republic. The implementing agency has prepared draft safeguards documentation (including Resettlement Policy Framework (RPF) and a draft Environmental and Social Impact Assessment, ESIA/ESMP) for the proposed project which have been reviewed by the World Bank.
Thus, the consultants' services include:
1) Update of feasibility study,
2) Preparation of detailed engineering designs and bidding documents as well as
3) Update of draft safeguards documentation (including finalization of draft ESIA/ESMP and preparation of Resettlement Action Plan(s), if private assets, property, structures or land will be affected by the project) .

For detailed information on the scope of services, a preliminary description of the assignment is available, subject to adjustments before issuance of the Request for Proposals (RFP).

The Ministry of Transport and Roads of the Kyrgyz Republic now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (company profile, organization and staffing etc.).

The shortlisting criteria are:
1. Minimum experience (at least 10 years) in similar assignments (preparation of feasibility, design, and safeguards documentation of road infrastructure projects);
2. Minimum of 5 assignments of similar nature and size within the last 8 years (e.g. since July 2010);
3. Overall assessment of company's staffing arrangements and capacity (available permanent staff and pool, portfolio of ongoing projects);
4. Previous working experience in CIS countries (in particular Central Asia/ Kyrgyz Republic) is an advantage.

The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications (submission must clearly indicate the nature of the association). Consultants may submit their REOI as an individual firm or in association in the form of a joint venture or sub-consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing.

A Consultant will be selected in accordance with the Fixed Budget method set out in the Consultant Guidelines.
