On July 18, a field meeting of the regional interagency commission, established by the order of the Plenipotentiary Representative of the President of the Kyrgyz Republic in Issyk-Kul Region No. 151 dated July 17, 2025, was held in the village of Kichi-Jargylchak, Jeti-Oguz District, Issyk-Kul Region.
The commission included representatives from the Office of the Plenipotentiary Representative of the President in Issyk-Kul Region, the Ministry of Transport and Communications of the Kyrgyz Republic, as well as experts in architecture, state registration, environmental, and project services.
The commission's goal was to review appeals and concerns of local residents regarding the Barskoon–Karakol section of the Issyk-Kul ring road reconstruction project and to conduct public awareness activities.
Following the meeting, the commission recommended adjusting the road alignment closer to the lake in order to minimize the impact on private properties.
Particular attention was given to informing the public about the newly implemented three-tier system for handling appeals, introduced under the project to resolve issues quickly and without excessive bureaucracy or the need to contact authorities in Bishkek:
At the first level, the designated local specialist handles the appeal independently within 3 working days.
If the issue cannot be resolved at that level, it is escalated to a local grievance committee, which must make a decision within 10 days.
If the issue remains unresolved, it is forwarded to the central group, which also has 10 working days to review and respond.
This mechanism was specifically designed to ensure a fast, transparent, and efficient process for resolving citizens’ concerns without overloading central authorities or causing delays.
It is worth noting that the technical solutions for the project were coordinated with local authorities back in 2023, underwent state expert review, and were followed by public hearings.
The Ministry of Transport and Communications of the Kyrgyz Republic, in cooperation with local authorities, continues to implement the road project in full adherence to the principles of transparency, accountability, and respect for citizens' rights.
