A seminar on decarbonisation and climate change adaptation held for employees of the Ministry of Transport and Communications of the Kyrgyz Republic
On 18 June 2025, a one-day seminar entitled 'Decarbonisation and Adaptation to Climate Change' took place at the Ramada Hotel in Bishkek. Organised for employees of the Kyrgyz Republic's Ministry of Transport and Communications with the support of the Asian Development Bank (ADB), the seminar aimed to educate attendees on decarbonisation and adaptation to climate change.
Mr. B.Bazaraliev, Deputy Minister of Transport and Communications of the Kyrgyz Republic, kicked off the seminar with a welcome speech. He noted that the Ministry places great importance on the professional development of its employees, and conveyed his gratitude to the ADB for its ongoing support and for facilitating in-depth training in areas of strategic importance, such as climate resilience and the development of sustainable transport infrastructure. This was followed by a welcome speech by Mirdin Eshanaliyev, a leading transport specialist of ADB KYRM.
Presentations were given by international road engineer Mr. Priyanka Nalin Senewiratne, who was engaged by the ADB as part of the institutional component of current projects. The Paris Agreement's goals, along with international and national strategies, were given particular attention. During the seminar, participants explored several key topics, including:
• the impact of climate change on the transport sector in Kyrgyzstan and the characteristics of climate-resilient roads;
• design, construction and maintenance methods that consider climate risk adaptation;
• modern approaches to decarbonising the road sector, from the use of alternative materials and technologies to strategies for reducing greenhouse gas emissions;
• assessment of climate risks and planning of adaptation measures based on infrastructure vulnerability analysis.
The seminar was part of ongoing efforts to build the capacity of MOTC staff and introduce a climate-oriented approach to the development of the country's road and transport infrastructure. More than 20 employees from the central office and subordinate departments of the Ministry of Transport and Communications of the Kyrgyz Republic participated in the seminar: State Enterprise “Design and Survey Institute ‘Kyrgyzdoortransproekt’, Road Fund, Road Management Department, State Institution “Production and Innovation Center”, Asian Development Bank Project Implementation Unit, Islamic Development Bank Project Implementation Unit, Transport Policy Department, Roads Adminisrtation.
