A training course on taching the subject on the Road Asset Management System (RAM) is being held at the Kyrgyz State Technical University named after I. Razzakov from 19 to 30 May 2025.
The RAMS Phase II project (Consulting services under the RAMS Phase II – RAMS institutionalization into the MOTC business process) is aimed at the implementation and institutionalization of the road asset management system into the business processes of the Ministry of Transport and Communications of the Kyrgyz Republic. The project is financed by the Asian Development Bank as part of the CAREC Corridors 1 and 3 Connector Road Project (Phase 2) – Additional Financing, under Contract No. CAREC/C1&3/QCBS/RAMS. It is being implemented in collaboration with the international consulting company Roughton International Ltd.
The aim of the course is to train professionals capable of implementing a modern road asset management system into educational programs and practical activities. The training course is delivered by Paioslyn Samuel, a RAMS specialist from the consulting company Roughton International Ltd.
Given the subject matter and practical focus of this course, specialists from the Ministry of Transport and Communications of the Kyrgyz Republic involved in RAMS component (DDH, PIC, ADB PIU and the Digital Development Sector) also took part, in addition to the teaching staff of KSTU. Participants noted the practical significance of the presented information and expressed their willingness to adapt it under the current courses.
During the training, we talked to the Vice-president of KSTU for Digitalisation, Mr. N. Madanbekov on the importance of the subject and the prospects for integrating the road asset management system into the educational process.
How relevant do you think it is to introduce the RAMS subject into the curriculum?
- The management of road assets is currently a pressing issue. The government allocates budget for the maintenance of national roads annually. Systems such as RAMS are needed for the effective distribution of these funds. Our university trains future road specialists who must be trained in this system.
How do you rate the quality of the training courses?
- The courses are very informative and consist of both a theoretical and a practical part. During the training, we will work directly with the programme. Our university has participated every year since 2018.
