Central Asia Regional Economic Cooperation Corridors 1 and 3 Link Road Project, Phase 2 - Additional Financing

The Government of the Kyrgyz Republic has received funding from the Asian Development Bank (ADB) for the Central Asia Regional Economic Cooperation Corridors 1 and 3 Interconnection Road Project, Phase 2 - Supplementary Financing which includes a road safety component. It is expected that this component will have three outputs: (i) Output 1: Development of a national road safety strategy, (ii) Output 2: Road safety audit introduced into the working practice of the Ministry of Transport and Communications of the Kyrgyz Republic (MoTC KR ), and (iii) Deliverable 3: Latest technologies to provide safer transport services on project roads.

To achieve these goals, MOTC KR (the executing agency of the project, which is assisted by the Project Implementation Unit [PIU] in the day-to-day implementation of the project component) intends to engage road safety audit consultants and technologists (SATA) for the implementation of outputs 2 and 3.

The CABDT will be accountable to the MoTC KR for the successful implementation of all activities under Deliverables 2 and 3. The CABDT will:

Effectively maintain communication with the Ministry of Transport and Communications of the Kyrgyz Republic, the PIU, the State Traffic Safety Inspectorate and the Kyrgyz State University of Construction, Transport and Architecture (KGUSTA);
Submit brief progress reports to the MOTC every quarter and a final report upon completion of the assignment;
Work closely with the Consultant working on Deliverable 1 and support the work of the ADB mission; as well as
Consolidate all post-service progress reports, including minutes of events (topics, attendance, presentations, etc.).
The MOTC hereby requests eligible consultants to submit an expression of interest in providing these services.

Consultants will be selected using the Quality Cost Evaluation (QC) method in accordance with ADB's Guidelines for the Use of Consultants (as revised in 2013, as amended).

Expressions of Interest must be sent through ADB's Consultant Management System no later than May 11, 2022.
