REQUEST FOR EXPRESSIONS OF INTEREST

Issyk-Kul Ring Road Improvement Project (Barskoon-Karakol Section)

 

Position Title: Consulting services for Road Asset Management Phase III (RAMS3).

Reference numbers: IRRIP/CS-RAMS3

 

The Kyrgyz Republic has received financing from the Asian Development Bank (ADB) for the Issyk-Kul Ring Road Improvement Project (Barskoon-Karakol Section) and intends to apply part of the financing to the subject consulting services.

The Ministry of Transport and Communications of the Kyrgyz Republic (MOTC) intends to recruit a consultant to assist MOTC in developing the Road Asset Management Phase III which is aimed at enhancing RAMS produced in Phase I and Phase II to facilitate the complete integration and institutionalization of the RAMS and its associated best practices within the MOTC . It will also speed up data collection and improve the management of data. The success of this Phase will be measured not only by the technical capacity and improved efficiency of operation of RAMS tools, but also by the practical utilization of its outcomes and management level involvement. Specifically, this Phase aims to enhance RAMS outputs to impact management-level decision-making processes, fund allocation, and annual work program preparation.

MOTC hereby invites eligible consultants (“Consultants”) from ADB member countries to indicate their interest in providing the services. Interested Consultants are requested to provide information confirming the required qualifications and relevant experience to perform the services requested as per the Terms of Reference (the “Expression of Interest”). Consultants are entitled to team up with other firms in the form of a joint venture or in association with sub-consultants to enhance their qualifications and expand their experience.

Based on the Expressions of Interest received, MOTC will, as a first step, generate a shortlist of firms that will be invited to submit a full technical and financial proposal for the services. Among these firms, the Consultant will ultimately be selected as per the Quality and Cost Based Selection method based on 90-10 quality-cost ratio with full technical proposal in accordance with Procurement Directive for ADB Borrowers (2026) (as amended from time to time).

To submit Expressions of Interest, companies need to register in the CMS (Consulting Management System) of the Asian Development Bank and submit their Expressions of Interest in this system no later than 09:59 PM (local time), September 5, 2026.
