REQUEST FOR EXPRESSIONS OF INTEREST
(Consulting services) Kyrgyz Republic:
Issyk-Kul Ring Road Improvement Project (Barskoon-Karakol Section)
Position Title: Consulting services for Preparation of the Road Transport Climate Strategy and Action Plan (RTCSAP) for the Transport Sector (Road)

The Kyrgyz Republic has received financing from the Asian Development Bank (ADB) for the Issyk-Kul Ring Road Improvement Project (Barskoon-Karakol Section) and intends to apply part of the financing to the subject consulting services.
The Ministry of Transport and Communications of the Kyrgyz Republic (MOTC) intends to recruit five international and three national consultants through a firm to assist MOTC in Preparation of the Road Transport Climate Strategy and Action Plan (RTCSAP) for the Transport Sector (Road) which is aimed at (i) Assessment/Compilation of transport sector decarbonization in other DMCs, (ii) Analysis of the transport policies, guidelines, plans and studies, (iii) Conduct of Consultation, (iv) providing capacity building in road safety engineering and (v) Conduct of Capacity building.

MOTC KR hereby invites eligible consultants (“Consultants”) from ADB member countries to indicate their interest in providing the services. Interested Consultants are requested to provide information confirming the required qualifications and relevant experience to perform the services requested as per the Terms of Reference (the “Expression of Interest”). Consultants are entitled to team up with other firms in the form of a joint venture or in association with sub-consultants to enhance their qualifications.
Based on the Expressions of Interest received, MOTC will, as a first step, shortlist firms that will be invited to submit a full technical and financial proposal for the services. Among these firms, the Consultant will ultimately be selected as per the Quality and Cost Based Selection method based on 90-10 quality-cost ratio with full technical proposal in accordance with ADB Procurement Policy and the Procurement Regulations for ADB Borrowers (2017).
